Cecelia May Franks, affectionately known as "Dolly." 70, born on May 4, 1956, in the bustling city of Chicago, IL, to the late Richard and Cecelia (Rumzis) Franks. Dolly brought light and laughter to the lives of those around her until her peaceful passing on Saturday, May 9, 2026.

Dolly was raised in Chicago along with her twin brother Richard, where together they cherished precious moments fishing and boating with her family on Lake Michigan on the boat named D&D (Dick and Dolly.) The vibrant spirit of her childhood transformed when her family made the big move to northeast Wisconsin, in the 1980s after the passing of their father. Here, she created countless happy memories with her mother and her brother, Richard along with many friends. Dolly, true to her nickname, was a devoted collector of dolls, each one holding a story and a piece of her heart.

Dolly is survived by her brother and sister-in-law, Richard and Gail Franks. She was preceded in death by her parents, Richard and Cecelia Franks.
